Jill R. Horwitz is a Professor of Law and Public Policy at the University of California, Los Angeles (UCLA), holding joint affiliations with the UCLA School of Law and the Luskin School of Public Affairs. Her expertise spans health policy, law and economics, nonprofit governance, and tort law. She previously served as a Professor of Law and Co-Director of the Law and Economics Program at the University of Michigan, with additional appointments at the School of Public Health and Ford School of Public Policy.
Horwitz’s research focuses on legal regulation of healthcare organizations, nonprofit accountability, and healthcare economics. Notable works include studies on hospital ownership impacts, Affordable Care Act analysis, and Medicare policy. Her empirical research has garnered multiple awards, emphasizing the intersection of law, economics, and healthcare delivery.
She teaches Torts, Nonprofit Law and Policy, and workshops on governance and healthcare reform. Professional affiliations include the National Bureau of Economic Research (NBER), American Law Institute (Restatement of Nonprofit Organizations), National Academy of Social Insurance, and adjunct professorships at the University of Victoria.
Horwitz holds a Ph.D. in Health Policy, J.D., and M.P.P. from Harvard University, alongside a B.A. in History from Northwestern University. She clerked for Judge Norman Stahl of the U.S. Court of Appeals for the First Circuit and has advised on policy matters related to healthcare access and nonprofit structures.
