Javier Mignone is a Professor in the Department of Community Health Sciences at the Max Rady College of Medicine, University of Manitoba. He holds a PhD in Community Health Sciences, an MHA in Health Services Administration, and an equivalent Masters in Psychology. His cross-appointments include Peace and Conflict Studies at the University of Manitoba.

Dr. Mignone’s research focuses on intercultural health initiatives with Indigenous partners in Latin America and Canada, program evaluation utilization, and the Life Story Board as a qualitative and therapeutic tool. His work spans HIV prevention in India, Colombia, and Canada, and he has authored ~85 peer-reviewed publications and numerous government reports.
Recent studies include maternal perspectives on community living for individuals with intellectual and developmental disabilities (2025), interprofessional perinatal care among substance-using women (2025), and the role of bilingual guides in improving healthcare access for Colombia’s Wayuu (2023). His scholarship addresses methamphetamine use (2022), FASD family dynamics (2021), and Indigenous self-governance in health systems (2023).

Dr. Mignone leads the Program and Policy Evaluation Research Group (PROPER) and has secured grants from CIHR, CIDA, SSHRC, and the Inter-American Development Bank. He mentors graduate students, teaches program evaluation and social development, and conducts workshops for small NGOs in Canada, Argentina, Colombia, Dominica, and Guatemala.
