Jacques Bourgeois is a Professor at the College of Europe (Bruges) and holds guest professorships at the University of Gent and University of Michigan Law School. He serves as a legal expert specializing in EU competition law and international trade law, with over five decades of experience in European institutional frameworks. Formerly a senior official in the European Commission from 1965, he led critical divisions including Trade Policy Instruments and Competition Policy, overseeing antidumping regulations and safeguard measures. He also chairs Belgium's Competition Commission and advises the Belgian government.
Academically, he holds a Dr. jur from University of Ghent (1959), MCL from University of Michigan (1960), and BAC ECGE from University of Louvain (1959). He is admitted to the Brussels Bar and contributes to legal academia through editorships of journals like Sociaal Economische Wetgeving and Journal of European Competition Law and Practice. Professional memberships include the Institut Royal des Relations Internationales and International Law Association.
