Sami ANDOURA is a Visiting Professor at the College of Europe’s Bruges and Tirana campuses, focusing on climate and energy policies. He holds dual affiliations with the Department of European Transformation and Integration Studies and the European Legal Studies Department. Previously, he served as an adviser on the European Green Deal at the European Commission’s DG IDEA (2020–2025) and led the sustainable development team at the European Political Strategy Centre (2015–2020), advising the President of the European Commission. His expertise spans strategic analysis and policy design for climate, energy, and innovation policies.
Before joining the Commission, ANDOURA held academic roles, including Chairholder of the European Energy Policy Chair at the College of Europe (Bruges), Senior Research Fellow at the Jacques Delors Institute, and Deputy Editor-in-Chief of Studia Diplomatica. He began his career in 2005 as a legal professional at Lovells’ Brussels office.
ANDOURA holds law degrees from Paris II Panthéon-Assas University, including LLMs in European Business Law, International Economic Law, and European Legal Studies from the College of Europe. His research integrates legal frameworks with policy analysis for sustainable development, energy transitions, and EU institutional dynamics.
