Nicolas Marcoux is a Visiting Professor at the College of Europe’s EU International Relations and Diplomacy Studies Department. He holds a Doctorate in Governance from Queen’s University Belfast, an M.A. in European Legal Studies from the College of Europe, and a Master’s in Public Law from the University of Paris II Panthéon-Assas.
His expertise spans governance reforms, policy effectiveness, and EU external action. He has extensive experience with the European Commission (DG Relex, DG Development), the Irish Institute of Public Administration (IPA), and the EU Foundation for Human Rights in South Africa. Current roles include Senior Key Expert in the Melda project supporting EU external action evaluation and member of Ireland’s Department of Foreign Affairs Audit and Evaluation Committee.
His research focuses on aid evaluation challenges and reconciling aid effectiveness with donor systems, as exemplified by his 2011 publication in Administration. He lectures on public policy analysis and EU project management, emphasizing institutional learning and accountability.
