Hervé DELPHIN is a Visiting Professor in the EU International Relations and Diplomacy Studies Department at the College of Europe. He currently serves as Head of the Strategic Planning Division at the European External Action Service (EEAS). Previously, he held senior roles in the European Commission, including Head of Unit for EU humanitarian and crisis response in DG ECHO (2014–2018) and roles in Commissioners' Cabinets (2004–2014). His expertise spans EU foreign policy, crisis management, and development cooperation.

- MA in Political Science and History from Sciences Po (Institut d’Études Politiques)
- MA in European Studies from the College of Europe
His research interests focus on EU external relations, with emphasis on humanitarian aid, security policy, and global governance. He has extensive field experience in Africa and the Middle East. In 2014, he was honored with France’s highest distinction, the Legion of Honour.
