Nicola Notaro

Nicola Notaro is a Visiting Professor in the European Legal Studies Department at the College of Europe (Bruges Campus). He currently serves as Head of the Compliance & Implementation Unit in DG Environment at the European Commission (EC), following previous roles as Head of the Nature Protection Unit, Deputy Head of the Water Unit, Legal Adviser for multilateral environmental negotiations, and Team Leader for international climate negotiations within the EC. Dr. Notaro holds an LL.M in European Law (Bruges) and a PhD in Environmental Law (London).

His academic and professional expertise spans 25 years of lecturing and publishing in environmental law across universities such as Groningen, Maastricht, London, Montreal, Aarhus, Lille, Milano, and VUB Brussels. His research focuses on the intersection of European law, environmental governance, climate negotiations, and compliance mechanisms.

He has previously worked as a university lecturer on European environmental law at the University of Groningen (Netherlands) and has held leadership roles in shaping EU environmental policy and international climate agreements.
