IU Ting-Kwok

IU Ting-Kwok is a prominent legal professional and academic in Hong Kong. Currently serving as a Consultant Solicitor at Kwok, Ng & Chan Solicitors and Notaries, he also holds academic positions as Adjunct Professor at City University of Hong Kong (since 2017) and Hong Kong Shue Yan University (since 2015). He previously served as Deputy Presiding Officer at the Labour Tribunal (Night Court) in Hong Kong (2002–2003) and is a Solicitor of the Supreme Court of England and Wales (since 1992).

He holds a Master of Arts in Arbitration and Dispute Resolution from City University of Hong Kong (2004), and completed the LPC equivalent and GDL at The University of Law in the UK.

His research and professional focus revolves around mediation, legal dispute resolution, and public policy. He has advised the Hong Kong government on apology legislation, leading to the enactment of the Hong Kong Apology Ordinance (2017). He chairs the Special Committee on Evaluative Mediation, advising on the use of evaluative mediation in Hong Kong. His work emphasizes alternative dispute resolution methods and accessibility in legal education, including pioneering mediation training for visually impaired individuals.

He has advised the Hong Kong Department of Justice on apology legislation and contributed to landmark legal reforms. His pro bono efforts include teaching a 40-hour mediation course for visually impaired students, a first in Hong Kong, with three students now pursuing accreditation. He advocates for mediation as a core legal skill alongside litigation.
