Hsiao-Fen Hsu

Hsiao-Fen Hsu is a Professor at the Department of Law, National Cheng Kung University, specializing in intellectual property, technology law, and innovation policy. She holds a Doctor of Law and Master of Laws from the University of Strasbourg, France, and a Bachelor of Laws/Arts from National Taiwan University. Her academic appointments include Associate Professor at Tunghai University (2013-2017) and visiting positions at National Kaohsiung University and the University of Strasbourg.

Professor Hsu's research focuses on intellectual property rights, pharmaceutical law, science and technology regulation, and innovation policy. She examines legal frameworks for emerging technologies and sustainable innovation, with particular expertise in European-Taiwanese comparative law. Her interdisciplinary work bridges legal theory with practical applications in healthcare, agriculture, and digital markets.

Her recent publications demonstrate strong thematic focus on IP reforms in digital ecosystems, green technology protections, and biomedical innovation challenges.
