Teng-Ko Hsu

Professor Teng-Ko Hsu is a Full-Time Professor in the Department of Law at National Cheng Kung University (NCKU) since August 2021, previously serving as Associate Professor (2014-2021) and Assistant Professor (2010-2014). He also holds a concurrent professorship at NCKU's Institute of Food Safety, Hygiene and Risk Management under the College of Medicine. His academic expertise spans Constitutional Law, Administrative Procedure Law, Government Procurement Law, and Privatization Law, with a focus on Public-Private Partnerships (PPP), Science and Technology Law, and BOT contracts.

His research integrates comparative legal frameworks from Germany and Austria, emphasizing the privatization of public services, regulatory compliance, and the intersection of law with infrastructure and urban development. He has extensively analyzed judicial responses to policy changes and disputes in PPP projects, contributing insights to administrative liability and state compensation mechanisms.

Professor Hsu's publications and research projects, dating back to 2013, reflect his engagement with contractual disputes in public construction, environmental impact assessments, and privatization theories. He has supervised over 20 master's theses on topics ranging from BIM integration in building regulations to state liability in public-private collaborations.

Currently, he lectures on Administrative Law, Government Procurement, and Legal Ethics while serving on numerous academic and governmental committees, including the Executive Yuan's Public Works Committee and the Ministry of Economic Affairs' Bureau of Energy. His career includes prior roles as a practicing lawyer (1999-2010) and visiting research at Humboldt University, University of Vienna, and Speier University.
