Prof. Dr. Hans Meyer (1933–2023) was a distinguished legal scholar and academic leader. He served as Chair of Constitutional, Administrative, and Financial Law at Goethe University Frankfurt before joining Humboldt University Berlin. From 1996 to 2000, he was President of Humboldt University, guiding its post-Wall structural reforms. His academic focus included electoral law, public organization law, and administrative procedure law. He authored seminal works on constitutional order and electoral systems, influencing German legal policy. Meyer held honorary professorships and advised federal commissions on university law and constitutional federalism. His legacy includes shaping Berlin’s legal landscape and advocating for parliamentary democracy.
