Gillian Leng serves as Deputy Chief Executive at the National Institute for Health and Care Excellence (NICE) and holds a Visiting Professorship at King's College London, driving evidence-based healthcare policy and public health strategy.
Her medical training was completed at the University of Leeds, followed by epidemiological research on peripheral vascular disease at the University of Edinburgh. She specialized in public health medicine and worked as a consultant prior to joining NICE in 2001.
Professor Leng's research spans public health systems, implementation science, and healthcare quality improvement. She has been instrumental in the Cochrane Collaboration as an editor for the Effective Practice and Organisation of Care (EPOC) Group, focusing on evidence translation into clinical practice and policy.
Her contributions to public health were formally recognized through appointment as Commander of the Order of the British Empire (CBE).
At NICE, she has led transformative initiatives:
- Establishing and managing the clinical guidelines programme
- Creating the NICE implementation function and NHS Evidence
- Developing the accreditation programme and Quality Standards framework
- Setting up NICE's safe staffing programme
- Directing the Health and Social Care Programme
- Leading the public health team since January 2015
