Prof. Frank Potgens holds the position of Full Professor of International and European Tax Law at Vrije Universiteit Amsterdam, affiliated with the Kooijmans Institute and the Law, Markets and Behavior department. He concurrently serves as Deputy Justice at the 's-Hertogenbosch Appellate Court for tax cases (since 2011) and is a partner at De Brauw Blackstone Westbroek, specializing in international tax law. His academic career includes teaching roles at Erasmus University Rotterdam and the University of Amsterdam.
Education: PhD in Tax Law from Erasmus University Rotterdam (2007), titled Income from International Private Employment. Research focuses on international/EU tax law with emphasis on enterprise location climate, particularly OECD/EU instruments and tax treaty interpretation. Teaching responsibilities include courses on International Tax Law, EU Tax Law, and Tax Law 2 at undergraduate/graduate levels.
Recent publications emphasize OECD commentary authority, tax treaty conflicts, and multilateral tax instruments. He actively contributes to legal journals and serves on editorial boards such as Kluwer Cursus Belastingrecht. Professional memberships include the International Fiscal Association’s Permanent Scientific Committee and the Dutch National Correspondence role for European Taxation at IBFD.
