Elisabetta Manunza is a Professor of International and European Public Procurement Law at Utrecht University's School of Law, part of the Faculty of Law, Economics, and Governance. She co-founded the Utrecht University Centre for Public Procurement (UUCePP) and the IOS Platform 'The Transactional State as an Institution for Good'. Her research focuses on public procurement's role in national security, sustainability, and social inclusion, with projects funded by Dutch ministries and international bodies. She holds a Ph.D. from Vrije Universiteit Amsterdam (2001) and received the NWO Veni Grant (2002).

- Research: National security in critical infrastructure, sustainable and inclusive procurement, combatting organized crime in public contracts.
