Frans Pennings is a Professor of Social Law at Utrecht University, holding a full chair since 2008. Previously, he worked part-time at Utrecht (2002–2008) and served at Tilburg University for 20 years. He is also a visiting professor at the University of Gothenburg. His research focuses on European employment law, social security, collective agreements, and the intersection of public procurement with social policy. He co-authored major handbooks on European employment and social security law, emphasizing EU influence on Dutch legal standards.
Collaborating with Utrecht University Centre for European Procurement Policy (UUCePP), Pennings advises on integrating social policy into municipal procurement processes. He supervises PhD candidates like Tom Huisjes and advocates interdisciplinary research to address societal challenges. During the pandemic, he highlighted the importance of digital tools for academic collaboration while reflecting on post-pandemic priorities for climate and inequality.
Education: PhD in Law from Utrecht University (1990), with a thesis on unemployment schemes across Europe. Influential mentors include Toon Peters. He admires Noam Chomsky's theoretical approaches to social sciences.
