Douglas Eisinger is an Adjunct Professor at Vermont Law School and an Affiliate Professor at the University of Washington, where he teaches in the Master of Sustainable Transportation program. With over 30 years of experience in public and private sectors, his expertise spans transportation policy, air quality management, and environmental policy analysis.

Research Interests
Dr. Eisinger focuses on the intersection of climate change, transportation systems, and environmental regulation. His work addresses greenhouse gas mitigation strategies, federalism in clean air policy, and sustainable transportation planning. He has led air quality research initiatives and contributed to emissions control frameworks under the Clean Air Act.
Academic and Professional Roles
He chaired the U.S. Transportation Research Board’s Air Quality Committees (2017-2023), managed the UC Davis-Caltrans Air Quality Project for over a decade, and served as Mobile Sources Section Chief at U.S. EPA Region 9. He has taught at the University of Hawaii for 20 years and previously at UC Davis.
