Douglas R. Williams is a Professor of Law at Saint Louis University’s School of Law. He specializes in environmental law, focusing on regulatory frameworks such as the Clean Air Act and Clean Water Act. His research explores valuing natural resources and evaluating environmental policies.
Williams holds a B.A. from Augustana College (1984), a J.D. from Duke Law School (1987, Order of the Coif), and an M.A. from Duke University (1987). He clerked for Judge Douglas H. Ginsburg on the U.S. Court of Appeals for the D.C. Circuit and practiced law with Covington & Burling, handling high-profile cases like the Exxon Valdez oil spill litigation. He later served as consulting counsel to the Sierra Club, successfully challenging the EPA’s Clean Air Act implementation in St. Louis.
His teaching spans Administrative Law, Constitutional Law, Environmental Law, and Urban Development Law. He co-authored Wetlands Law and Policy: Understanding Section 404 and contributes to SSRN publications. Williams maintains interests in legal ethics, congressional powers, and pro bono death penalty advocacy.
