Dabney Evans is an Associate Professor in the Department of Behavioral, Social, and Health Education Sciences at Emory University's Rollins School of Public Health, with dual appointment in the Hubert Department of Global Health. She serves as Director of the Center for Humanitarian Emergencies and the Emory University Institute of Human Rights, focusing her work at the intersection of gender, health, and human rights.
Dr. Evans received her BA from Arizona State University, MPH from Emory University (1998), and PhD in law from the University of Aberdeen (2011). Her research centers on gender-based violence, particularly femicide, intimate partner violence, reproductive health, and abortion access. She has led multiple international projects including care coordination for IPV survivors in Atlanta, domestic homicide fatality reviews in Georgia, development of a safety decision aid for IPV survivors in Brazil, and global studies on femicide perpetration.
Her scholarly work shows a strong focus on translating research into practice through policy advocacy and innovative interventions. Recent publications demonstrate increasing attention to the impacts of restrictive abortion policies, perpetrator perspectives in femicide, and culturally responsive approaches to violence prevention. Her work spans epidemiological studies, qualitative analyses of victim and perpetrator experiences, and policy evaluations across multiple countries.

As an educator, Dr. Evans has trained over 19,000 learners from 171 countries since 2010, including developing the first English-language MOOC on Ebola Virus Disease and a Coursera course on Health in Humanitarian Emergencies. She has mentored over fifty Master's theses and served as Co-Director of Graduate Studies for the Hubert Department of Global Health (2016-2021). She is fluent in Portuguese and maintains active research collaborations in Brazil and across Latin America.
Her leadership extends to serving on the scientific advisory group for The Lancet Commission on Gender-Based Violence, as a regular contributor to The Hill, and as a board member of the Georgia Coalition Against Domestic Violence. Her work consistently bridges academic research, policy advocacy, and community-based interventions to address gender-based violence globally.
