Dr. Cora Chan is a Senior Lecturer at the Faculty of Law, University of Hong Kong. She is affiliated with the Bonavero Institute of Human Rights and actively contributes to academic governance through roles such as a member of Hong Kong’s University Grants Committee Law Panel for the 2020 Research Assessment Exercise.
- Education: BCL and DPhil in Law from University of Oxford; LLB and BA in Political Science from University of Hong Kong
Cora’s research focuses on constitutional and administrative law, with a particular emphasis on human rights, judicial deference, national security, and the interplay between legal systems in authoritarian and liberal contexts. She explores subnational constitutionalism and the unique dynamics of China-Hong Kong constitutional relations.
Her current projects include a monograph on methods of deference in human rights adjudication and a study on liberal regions within illiberal states. Cora has received multiple accolades, including the Society of Legal Scholars Best Paper Prize (2012), Hong Kong’s Early Career Award (2013), and the Rosie Young 90 Medal (2021).
