Kelley Loper is a Professor of Law and Director of the Ved Nanda Center for International and Comparative Law at the University of Denver’s Sturm College of Law. Previously, she served as Associate Professor and Director of the LLM in Human Rights Programme at the University of Hong Kong’s Faculty of Law, alongside leading the Centre for Comparative and Public Law (2017-2019). Her work focuses on implementing international human rights frameworks in Asian jurisdictions, particularly Hong Kong and Mainland China, with emphasis on refugee law, gender equality, and constitutionalism.
Her research explores topics like refugee protections, LGBTQ+ rights, disability rights under the CRPD, and the evolving role of dignity in constitutional systems. She has advised UN agencies and NGOs on human rights policy and sits on boards for organizations including the Berkeley Center on Comparative Equality Law and the Hong Kong Refugee Advice Centre.
Recent scholarship highlights Hong Kong’s legal challenges under the National Security Law, gender constitutionalism in Asia, and public opinion trends regarding same-sex marriage. Her work often bridges comparative law perspectives with empirical studies on social attitudes and legal reforms.
