Professor Christopher Fox is a Professor of Evaluation and Policy Analysis at Manchester Metropolitan University, serving as Faculty Director of Research in the Arts and Humanities. He leads the Policy Evaluation and Research Unit and co-leads the Metropolis think tank, focusing on public service innovation. His roles include membership in the HM Inspectorate of Probation’s Expert Advisory Group, the European Centre for Social Welfare Policy, and the Board of Chorus Education Trust.
He holds a PhD from The University of Sheffield (2000) and an MA in Socio-Legal Studies (1995). His research emphasizes criminal justice policy, social impact bonds, and evidence-based approaches to public service reform. Key projects include evaluations of offender rehabilitation programs, social investment models, and EU-funded initiatives like INNOSI and CoSIE.
Teaching includes modules on policy analysis, impact evaluation, and criminal justice practice. He supervises PhD topics in offender rehabilitation and public service reform. Notable grants include £200,000 for the EuroCohort project and €800,000 for RESCALED. His work bridges academia and policy, with advisory roles spanning government, NGOs, and international bodies.
