Carlos Rufin is a Professor of Strategy and International Business at Suffolk University’s Sawyer Business School, with affiliations in Public Service and Healthcare Administration. He also directs the Master of Public Administration and Master of Healthcare Administration programs. His research focuses on infrastructure networks, Public-Private Partnerships, renewable energy, and sustainable urbanization. Dr. Rufin holds a PhD in Public Policy from Harvard University, an M.A. in Economics from Columbia University, and a BA in Economics from Princeton University.
Dr. Rufin has served as a consultant for the World Bank, Inter-American Development Bank, and USAID, and holds roles at the Institute for International Urban Development. He has been a visiting scholar at institutions in Brazil, China, Peru, and Spain. His academic leadership includes organizing international symposiums on cross-sector social interactions and serving on editorial boards for journals such as Journal of International Business Policy.
His notable awards include the Fulbright Commission Research Award (2020-2022) and the 2012 Sawyer Business School Dean’s Teaching Award. His recent research explores democratic governance, climate adaptation, and healthcare access, with a focus on leveraging technology and institutional frameworks to address global challenges.
Dr. Rufin teaches courses on global business clusters, emerging markets, and international development. His work bridges academia and practice, emphasizing interdisciplinary solutions to complex societal issues.
