Dr. Bashir Mobasher is a postdoctoral fellow at American University (Washington, D.C.), adjunct faculty at the American University of Afghanistan, and affiliate at EBS Universität. He serves as President of the Afghanistan Law and Political Science Association (in Exile), leading its online education programs for Afghan female students. His expertise spans constitutional design in divided societies, human rights, electoral systems, and identity politics. Mobasher holds a B.A. in Law and Political Science from Kabul University (2007), an LLM (2010), and a PhD (2017) from the University of Washington School of Law.
His research focuses on constitutional frameworks addressing ethnic accommodation, decentralization, and social justice. Recent work critiques orientalist narratives influencing Afghanistan’s peace and security discourse. He has authored over 20 publications since 2015, including a 2024 Routledge book on Afghanistan’s constitutional politics and a 2023 Cambridge Handbook chapter on legal systems in conflict zones. His analyses often intersect with post-Taliban governance challenges, educational reforms, and human rights violations.
Mobasher’s work bridges academic inquiry and policy advocacy, emphasizing participatory constitutionalism and gender-inclusive education. He has advised NGOs and international bodies on Afghan governance structures and counterterrorism strategies.
