Mohammad Qadam Shah is an Assistant Professor of International Sustainable Development at Seattle Pacific University's School of Business, Government, and Economics since 2020. His academic journey includes a PhD (with distinction) from the University of Washington (2019), LLM in Asian and Comparative Law from the same institution (2014), and a BA in Legal Studies from Balkh University, Afghanistan (2012).

Dr. Shah specializes in the political economy of state building and development management, with a focus on anti-corruption reforms, policy analysis, and program evaluation in conflict-affected states. His research explores centralized governance systems (influenced by Soviet models) and their consequences on conflict dynamics in Afghanistan, Yemen, Somalia, Syria, and Iraq. He is currently investigating public finance reforms and budget allocation mechanisms in Afghanistan.
His work appears in publications such as The Bridge, The Diplomat, and Chicago-Kent Journal of International and Comparative Law. Recent articles analyze centralized governance, electoral system reforms, and constitutional solutions to religious conflicts in post-conflict societies. Dr. Shah also collaborates on a book examining governance institutional legacies in fragile states.
Previously, he served as an Assistant Professor at Balkh University, Afghanistan, teaching courses in Comparative Constitutional Law, Local Governance, and Development & Modernization. With extensive experience in Afghan legal systems and international aid organizations, he bridges academic research with practical development challenges.
