Annie Clark

Annie Clark is an Adjunct Lecturer at Tulane University, teaching SRED 4931 – Advanced Real Estate Finance. She serves as Chief Programs Officer at Finance New Orleans (FNO), leading climate resilience initiatives and economic development strategies. Previously, she held leadership roles in Louisiana's Recovery School District (RSD), overseeing a $2 billion school facilities master plan and managing $450 million in tax credit transactions. She holds a Master's in City and Regional Planning from Pratt Institute and a Bachelor's in Urban Studies from the University of Pennsylvania.

Her research interests focus on community development finance, affordable housing policy, and leveraging public sector real estate for urban resilience. She has pioneered innovative uses of New Markets and historic tax credits to fund infrastructure projects, particularly in post-disaster recovery contexts like post-Katrina New Orleans.

Professional contributions include policy advocacy at the Louisiana Housing Finance Agency and board service at St. Augustine High School and the New Orleans Historic District Landmarks Commission.
