Annemarie Drahmann is Professor of Administrative Law at Utrecht University's School of Law, Institute of Constitutional, Administrative Law and Legal Theory, since September 2025. Previously at Leiden University (2018-2025), she also serves as a Deputy Judge at The Hague District Court.
Her educational background includes:
- Master of Laws (Constitutional and Administrative Law and Criminology), Vrije Universiteit Amsterdam, 2004 (cum laude)
- Ph.D., Vrije Universiteit Amsterdam, 2015 (dissertation on transparent allocation of scarce permits and subsidies)
Her research specializes in government transparency under the Dutch Open Government Act (Woo), focusing on public information access rights and equitable distribution of limited licenses/subsidies. She designs procedures balancing entrepreneurial equality with practical feasibility, emphasizing societal relevance informed by eight years of legal practice at Stibbe.
Publications include a preliminary advisory report for the Association for Administrative Law (VAR), article-by-article commentary (Tekst en Commentaar), and comparative legal studies. She teaches “Introduction to Constitutional and Administrative Law” in Utrecht's Bachelor's and Master's programs and delivers specialized lectures.
