Pim Huisman is an Associate Professor in Constitutional and Administrative Law at Vrije Universiteit Amsterdam and a Full Professor of Administrative Law at the University of Curaçao. He serves as a deputy judge at the Centrale Raad van Beroep in Utrecht. His research focuses on the interplay between public and private law, with special emphasis on governmental contracts, state liability, and judicial competence divisions. He teaches courses on administrative law principles, governmental contracts, and liability at both bachelor's and master's levels.
Research interests include: administrative law foundations, governance through public contracts, state responsibility mechanisms, and the two-track system (tweewegenleer) in public-private interactions. He actively participates in international legal networks such as the OECD and the Public Contracts in Legal Globalization Network.
- Received the Young Talent Award for Bestuursrecht (Administrative Law) for top publications in 2019–2021 (2022)
- Supervises thesis projects and mentors the VU team in the annual VAR-pleitwedstrijd legal debate competition
- Delivers PAO courses on administrative law procedures and public-private law interfaces
Key activities include delivering keynote lectures, participating in expert meetings, and contributing to international legal evaluations. His work bridges theoretical legal research with practical governance challenges in both the Netherlands and Curaçao.
