Andra Laurand is a Visiting Professor of Administrative Law at the School of Law within the Faculty of Social Sciences at the University of Tartu (2022–2026). Previously, she served as a Councillor in the Ministry of Justice and Digital Affairs (2020–2022). She holds a B.A. in Law from the University of Tartu (2009–2013) and advanced studies at the University of Hamburg, including the German First State Legal Exam (2020–2021).
Her research focuses on EU Law, Constitutional Law, and Administrative Law, with emphasis on topics like legal pluralism, judicial review mechanisms, and the primacy of EU law over national constitutions. Notable works include analyses of Estonia’s constitutional challenges under EU legal primacy and EU human rights conventions.
Laurand has contributed to Juridica and edited volumes, addressing issues such as legal state supervision reforms, competition law proceedings, and diploma invalidation cases. Her work often bridges theoretical legal frameworks with practical governance challenges.
