Priit Pikamäe is a Visiting Professor at the University of Tartu's School of Law within the Faculty of Social Sciences. He has held significant judicial roles including Advocate General at the Court of Justice of the European Union (2019–2024), President of the Criminal Review Chamber at the Supreme Court of Estonia (2010–2013), and Member of the Supreme Court's Criminal Review Chamber (2006–2010). His career spans judicial service, legal academia, and administrative roles in Estonia's justice system.
Education: Earned a Doctor iuris from the University of Tartu (2006), Magister iuris (2001), and BA in Law (1997). His doctoral thesis was titled Die Struktur des Vorsatzes. Der Vorsatz als Wissen der tatbestandsmässigen Umstände, supervised by Jaan Sootak.
Research focuses on criminal law, criminal procedure, constitutional law, and European legal integration. He contributes to legal commentaries on Estonia's constitution, penal code, and criminal procedure reforms. Recent work includes analyzing EU law's impact on legal persons' liability and territorial jurisdiction in criminal cases.
Publications span 64 works including articles in Juridica International, Akadeemia, and international law reviews. He co-authored Karistusseadustik (2015) and edited Kohtute seadus (2018). His administrative roles include Board membership in the Estonian Academic Law Society and editorial work for Revue Pénitentiaire et de Droit Pénal.
Supervised 9 master's dissertations focusing on EU law transposition, criminal law reform, and legal theory. His research projects include the SF0182740s06 initiative on Estonia's legal space within global frameworks.
