Andreas Kangur is a Lecturer at the Faculty of Law of the University of Tartu since 2009. He holds a Doctor's Degree in Law from the University of Glasgow (2015) and a Research Master's Degree (LL.M.) from The George Washington University (2002). His research focuses on court administration, procedural law, evidence, and the intersection of psychology with legal procedures. He founded and directs the University of Tartu Law Clinic, providing hands-on legal education for students.

Publications: His 2023 co-authored chapter in Handbook on Legal Cultures explores Estonian legal traditions. Recent work includes analyzing EU administrative penalties' impact on Estonia's sanctions system (2020) and the role of psychology in legal proceedings (2020).
Administrative Roles: As Director of the Law Clinic, he supervises student legal practice and community outreach. His contributions to legal education include co-authoring procedural law textbooks and guidelines for judicial writing.
