Monika Mikiver is a Visiting Lecturer in Administrative Law at the University of Tartu's School of Law (2022–2025). Previously, she held roles including Adviser at the Ministry of Justice (2019–2022), Senior Adviser at the Chancellor of Justice's Office (2017–2019), and Head of the Chair of Public Law at the Estonian Academy of Security Sciences (2001–2006). She earned a PhD in Law from the University of Tartu (ongoing since 2019) and holds an LL.M. from Albert-Ludwigs-Universität Freiburg (1999). Her research focuses on administrative law, data privacy, digital governance, and Estonia's e-state. Key projects include work on GDPR compliance in public administration and risk assessment tools for social care. Awards include DAAD (1998) and Baden-Württemberg scholarships (2005). She has published extensively on topics like algorithmic decision-making, GDPR's impact on e-government, and legal challenges in digitalization.
