Mari Ann Simovart is a Professor of Economic Law at the University of Tartu's School of Law within the Faculty of Social Sciences. She also serves as Vice-Chairperson of the European Space Agency's Procurement Review Board. Her career spans roles from attorney at law (1995–2013) to academic leadership, including positions as Associate Professor and later Professor in Civil and Economic Law since 2013. She holds a Doctorate in Law (2010) from the University of Tartu and an LLM from Duke University (1995).
Her research focuses on Public Procurement Law, EU directives, and administrative contracts. Key projects include the Horizon 2020-funded iProcureNet and Sapere Aude. She has authored over 50 publications, including a commented edition of Estonia's Public Procurement Act (2019).
Awards include multiple 'Lectio Cum Laude' recognitions and Estonian Quality Agency accolades for e-courses. She chairs the Public Procurement Law Review and participates in networks like the European Defence Procurement Academic Network. Teaching includes courses on Public Procurement Law and Legal Research.
Administrative roles include editorial board memberships and overseeing internships. Recent work explores cross-border security procurement and crisis management in public contracts.
