Amy Zegart is the Morris Arnold and Nona Jean Cox Senior Fellow at the Hoover Institution and Professor of Political Science (by courtesy) at Stanford University. She is also a Senior Fellow at Stanford's Human-Centered Artificial Intelligence Institute and the Freeman Spogli Institute for International Studies, and Director of the Technology Policy Accelerator (TPA) at Hoover. Her work bridges academia, policy, and national security, focusing on U.S. intelligence, emerging technologies, and grand strategy.
Education:
- AB in East Asian Studies, magna cum laude, Harvard University
- MA and PhD in Political Science, Stanford University
Her research interests span national security, artificial intelligence, cybersecurity, U.S. intelligence, technology policy, grand strategy, and political risk management. She has conducted groundbreaking studies on intelligence failures (e.g., pre-9/11), the future of American intelligence in the digital age, and the geopolitical implications of AI innovation, particularly through her analysis of China’s DeepSeek AI. Her recent work emphasizes the erosion of America’s human-capital edge and the need for a revitalized innovation ecosystem.
Her scholarly output shows a strong trend toward analyzing the intersection of technology, talent, and national security. Her most recent articles and reports (2024–2025) focus on U.S.-China technological competition, the implications of open-source AI, robotics in warfare, and the strategic importance of domestic talent development. She argues for a renewed emphasis on basic research, K-12 STEM education, and public-private-academic partnerships.
