Oumar Ba is an Assistant Professor of Government at Cornell University, serving as Faculty Director of the International Relations Minor and affiliated with the Reppy Institute for Peace and Conflict Studies. He holds the Hardis Family Assistant Professorship for Teaching Excellence. His academic work focuses on international criminal justice, human rights, and decolonization theory, emphasizing Global South perspectives. Dr. Ba earned his Ph.D. in Political Science from the University of Florida and previously taught at Morehouse College (2017–2021). He chairs the International Studies Association (ISA) Theory Section and serves on editorial boards for journals including International Studies Quarterly and Review of International Studies . His research explores law, violence, race, and humanity in global politics, with a current focus on two major projects: Crimes, Against Humanity: Governing Global Justice (critiquing racialized hierarchies in international justice systems) and (Re)Centering Decolonization as Ontology (recovering Global South decolonization theories). His writings appear in Foreign Affairs , NY Review of Books , and academic journals like Human Rights Quarterly . Recognition includes the ISA’s 2020 Leroy Bennett Award and co-winner of the 2021 Best Article in African Studies Review . His media engagements address contemporary crises like Ethiopia’s Tigray conflict, Myanmar genocide debates, and ICC challenges in Ukraine. Teaching interests span race and world politics, international law, and global justice pedagogy. He advocates for decolonizing academic knowledge systems through praxis-oriented research.
