Phillip Singer is an Associate Professor in the Political Science Department at the University of Utah, with an adjunct role in Operations & Information Systems since 2022. His research focuses on health policy, Medicaid, public health, and social determinants of health, particularly disparities in healthcare access and the impact of policy reforms. BS in Anthropology and Political Science from Brigham Young University (2008) Master of Health Service Administration from University of Michigan (2013) PhD in Organization and Policy from University of Michigan (2018) His scholarly work examines Medicaid policy, homelessness, partisan responses to health disparities, vaccination strategies, and the intersection of governance with public health. He has contributed extensively to studies on state-level health reforms, including analyses of 1332 waivers, the Affordable Care Act, and pandemic response frameworks. Recent publications highlight trends in healthcare access, the efficacy of automated Medicaid renewals, and persistent racial disparities in sheltered homelessness. His 2024 Francis Wormuth Award recognizes his contributions to health policy scholarship. Phillip teaches courses in health policy, healthcare economics, policy analysis, and supervises doctoral research, while also serving on the Kem C. Gardner Policy Institute advisory board (2018–present).
