Mihkel Solvak is an Associate Professor of Technology Research at the Johan Skytte Institute of Political Studies, Faculty of Social Sciences, University of Tartu. He has been a central figure in digital governance and e-voting research in Estonia since 2005, progressing from project management to senior academic and administrative roles. Current Position: Associate Professor of Technology Research (2021–present) Administrative Roles: Vice Dean for Research and Development (2024–), Head of the Council at the Institute (2024–), Vice-Director for Development (2020–) Previous Roles: Senior Research Fellow, Director of the Institute (2017–2020) Education: PhD in Political Science (2011), University of Tartu; BA in Arts (2006), University of Tartu His research focuses on digital democracy, internet voting, legislative behavior, and public sector digitalization. He explores how technology affects political participation, trust in institutions, and governance efficiency. His work combines quantitative electoral analysis, survey methods, and policy evaluation, particularly in the Estonian context as a global leader in e-governance. The most recent publications (2021–2025) reflect a strong trajectory in AI in public services, digital trust, and energy policy. They span journals in political science, computer science, and public health, indicating interdisciplinary engagement. Key themes include the social implications of e-voting, algorithmic governance, and citizen-centric digital services. Scientific awards: August Rei’s stipend for legislative studies (2008) Mihkel Solvak has led and contributed to significant research projects, including those on electoral democracy in the EU and digital government innovation. He has advised on national digital policy and is involved in high-performance computing and interoperability initiatives. He regularly presents at international conferences such as ECPR and Midwest Political Science Association.
