Dr. Yaroslav Melekh is a Research Fellow at University College London's Bartlett School of Environment, Energy and Resources, with expertise in energy transition economics and systems analysis. His current work focuses on green hydrogen opportunities in Ukraine's energy sector recovery and financial mechanisms for de-risking low-carbon investments in developing countries. He also serves as a part-time Lecturer in Climate Finance & Investment at UCL.
Melekh's research interests span energy transition technologies, climate finance in developing countries, electricity markets and UK-EU interconnection, political economy of European energy scenarios, and decarbonization of hard-to-abate sectors. His work examines the role of guarantee instruments in risk underwriting for low-carbon investments and energy transition in district heating systems.
His recent publications (2020-2025) demonstrate a strong focus on European natural gas dynamics, Ukraine's energy sector policy, green hydrogen applications, and financial mechanisms for zero-carbon investments. These works reveal increasing attention to geopolitical energy challenges, post-conflict energy recovery, and innovative financing approaches for the global energy transition.
Melekh has significant professional experience beyond academia, including his current consultancy role with the World Bank on Energy Transition Technologies and a seconded position as Senior Executive Officer at the UK Department for Energy Security and Net Zero. Prior to UCL, he served as Country Programme Manager at the Swedish Development Cooperation Agency and Energy Attaché on Climate and Environment at the Embassy of Sweden in Kyiv, where he managed development cooperation projects on energy and climate.
