William Oscar Fleming is an Assistant Professor in the Department of Public Health Leadership and Practice and holds adjunct roles as Adjunct Assistant Professor in the Departments of Maternal and Child Health and Health Policy and Management at the UNC Gillings School of Global Public Health. He is also the Co-Lead of the Executive Doctoral Program in Health Leadership (DrPH) at the same institution.
Dr. Fleming's education includes a Doctor of Public Health (DrPH) from Gillings (2020), a Master of Science in Public Health (MSPH) in Health Policy and Administration (1999), and a Bachelor of Arts in International Studies with concentrations in Political Science and African Studies (1993).
His research focuses on implementation science, systems science, design thinking, and technical assistance to strengthen public health programs. He emphasizes equitable approaches to address systemic inequities in health outcomes and systems, with expertise in HIV/AIDS care, maternal and child health, and early childhood development. His work spans global contexts including Africa, Asia, and Latin America, as well as rural U.S. communities.
Key trends in his publications (2017-2022) include applying implementation science to improve child and family well-being, leveraging technology in public health interventions, and analyzing contextual factors affecting program success. He collaborates on initiatives such as the National Maternal and Child Health Workforce Development Center.
