William H. Carbone serves as a Senior Lecturer and Executive Director of Justice Programs at the University of New Haven's Henry C. Lee College of Criminal Justice and Forensic Sciences. He also directs the Tow Youth Justice Institute, a significant partnership between the university, state, and private entities focused on juvenile justice reform. Previously, he served as executive director of the Court Support Services Division of Connecticut's Judicial Branch, where he managed over 1,600 employees and supervised more than 55,000 adult probation cases and 6,000 juvenile cases with an annual budget approaching $200 million.

Professor Carbone is a nationally recognized expert on juvenile justice reform, having led Connecticut's multi-year effort that resulted in the greatest reduction in juvenile incarceration in the United States. His research focuses on juvenile justice systems, reduction of mass incarceration, and the impact of prison sentences on youthful offenders. He has developed innovative strategies for offender assessment, technology implementation, and programming within justice systems. Professor Carbone frequently appears in national media discussing juvenile justice issues, prison overcrowding, bail practices, domestic violence, and offender rehabilitation.
As executive director of the Tow Youth Justice Institute, he oversees research, facilitates data collection from state agencies, and develops policy recommendations for youth justice. He created the Institute's Leadership Development Program for mid-level managers working in youth justice across various sectors. Professor Carbone also runs the college's internship and service-learning programs and teaches CJ 221 (Juvenile Justice System), CJ 400 (Criminal Justice Capstone), and CJ 637 (Criminal Justice Policy).

His work has positioned Connecticut as a national model for juvenile justice reform.
