Wen-Tsuen Chen is a Distinguished Chair Professor in the Department of Computer Science at National Tsing Hua University, Taiwan. He has held multiple leadership roles including department chairman, college dean, and university president. Chen earned his B.Sc. (1970) in nuclear engineering from National Tsing Hua University, followed by an M.Sc. (1973) and PhD (1976) in electrical engineering and computer sciences from the University of California, Berkeley.
Chen pioneered the development of ICT education and infrastructure in Taiwan. He founded the Department of Computer Science and the College of Electrical Engineering and Computer Science at National Tsing Hua University, and served as a science and technology advisor to Taiwan's Ministry of Education (1988-1992), where he established the Taiwan Academic Network (TANet), the island's first internet infrastructure.

In 1999, he received the IEEE Computer Society Technical Achievement Award for his work in parallel processing and high-speed networking systems design. He was honored with the Taylor L. Booth Award in 2011 for advancing computer science education globally.
