Viorel POPA

Viorel POPA is an Associate Professor at the Department of Reinforced Concrete Constructions, Faculty of Civil, Industrial and Agricultural Constructions, Technical University of Civil Engineering Bucharest (UTCB). He serves on the UTCB senate and was dean of the Faculty from 2016 to 2020. His expertise spans seismic vulnerability reduction, structural design, and national code development for concrete buildings.

His educational background includes graduation from UTCB followed by specialization internships at the Technical University of Lisbon and Faculty of Civil Engineering in Ljubljana under renowned seismic engineering specialists.

Research focuses on experimental testing of structural elements (reinforced concrete columns, walls, masonry) and seismic code development. He has coordinated major projects including the Romanian-Japanese seismic risk initiative since 2002, the drafting of Seismic Design Code P100-1/2013, and the Romanian National Annex to EN1998-1.

Professional affiliations include the Romanian Association of Structural Engineers, Romanian Association of Seismic Engineering, and Earthquake Engineering Research Institute. He holds key roles in governmental commissions for technical certification and seismic engineering under the Ministry of Regional Development.

Project leadership encompasses the Structural Testing Laboratory of the National Center for Seismic Risk Reduction (2004-2008) and directorship of the Center (2009-2010). He co-founded the technical portal www.encipedia.org with 6,000+ registered members for seismic design knowledge sharing.
