Professor Tomas Lipinski holds the rank of Professor at the School of Information Studies, University of Wisconsin-Milwaukee. He has served as Executive Associate Dean at Indiana University Purdue University Indianapolis and Director of the School of Library and Information Science at Kent State University. His affiliations include visiting faculty roles at the University of Illinois at Urbana-Champaign’s Graduate School of Library and Information Science, and the University of Leuven’s Global Law Faculty in Belgium.
Education: He earned a PhD in Library and Information Science from the University of Illinois, MLIS from UWM, LLM and JD from Chicago and Milwaukee law schools, and a BA in Letters & Science from UW-Milwaukee.
Research & Engagement
Lipinski specializes in copyright law, information policy, and legal aspects of library operations. He chairs the ACRL Copyright Discussion Group and advises global bodies like the World Intellectual Property Organization (WIPO). His research explores licensing challenges, open access policies, and the legal implications of emerging technologies (e.g., 3D printing in libraries, grey literature management).
Recent scholarly contributions include analyses of copyright reform, open access repository policies, and licensing frameworks for digital scholarship. His work bridges legal theory with practical information management challenges in libraries and academia.
