Tomas Lipinski serves as an Adjunct Lecturer at the School of Information Sciences, University of Illinois at Urbana-Champaign, and concurrently holds a professorship at the School of Information Studies, University of Wisconsin-Milwaukee.
His educational background includes a PhD in Library and Information Science from the University of Illinois, an MS in Library and Information Science from the University of Wisconsin-Milwaukee, an LLM from The John Marshall Law School, a JD from Marquette University, and a BA in History from the University of Wisconsin-Milwaukee.
Dr. Lipinski's research focuses on Information and Internet law and policy across the United States, European Union, and global contexts, with specialized attention to legal frameworks affecting libraries and knowledge institutions. His work addresses digital rights, information access regulations, and policy challenges in transnational information ecosystems.
He maintains active professional engagement, including participation in academic conferences such as ALISE 2023.
