Dr. Tom Hickey is an Associate Professor at the School of Law and Government, Dublin City University (DCU), specializing in constitutional law and theory. His work emphasizes judicial review, republican theory, and the separation of powers, with publications in leading journals like the Oxford Journal of Legal Studies and International Journal of Constitutional Law. He co-authored the authoritative text Constitutional Law: Texts, Cases & Materials (2019) and co-edited Judges, Politics and the Irish Constitution (2017).

He also acted as a constitutional law expert for Ireland's Citizens’ Assembly on Gender Equality (2019–2021).
