Dr. Tom Flynn is a Lecturer at the University of Essex's School of Law, where he has served since September 2017. Previously, he was a Teaching Fellow at the University of Warwick (2014–2018) and a Visiting Researcher at the Central European University (2019). He holds a BCL (International) from University College Cork (2008), an LLM from the University of Edinburgh (2009), and a PhD from Edinburgh (2013). His research focuses on constitutional pluralism, European Union law, and human rights frameworks, with particular attention to the interplay between national, sub-national, and international legal systems. He has published widely, including a monograph on triangular constitutionalism and contributions to peer-reviewed journals and edited volumes. His teaching spans Public Law, Jurisprudence, and Canadian Constitutional Law.
Dr. Flynn’s research interests include UK/EU constitutional law, administrative law, and the historical and theoretical dimensions of constitutional frameworks. He has presented at conferences such as the 'Law & Culture Conference' and 'Legal Pluralism and the European Union' in Amsterdam. Current supervision includes two PhD students working under his guidance. He has secured grants from the British Academy and DMI Associates for projects exploring human rights legislation and constitutional dynamics in Northern Ireland.
His academic support hours are held weekly on Mondays 12:00–14:00 at the Colchester Campus. Collaborative work includes contributions to the Essex Dialogues series on pandemic-related legal challenges and co-editing initiatives on investment law and constitutional theory.
