Dr. Thomas Verellen is a tenured Assistant Professor of EU and International Law at Utrecht University, where he co-leads the EU Values in International Trade research theme at the Utrecht Centre for Regulation and Enforcement in Europe (Renforce). He also serves as Managing Editor of the Utrecht Law Review and will co-teach an EU Trade Law module at Université libre de Bruxelles starting 2026.

His research examines how geopolitical shifts reshape EU trade and investment policy, focusing on accountability, legitimacy, and constitutional challenges in unilateral instruments like the Carbon Border Adjustment Mechanism (CBAM) and Foreign Subsidies Regulation. He employs interdisciplinary frameworks combining constitutional theory and international political economy.
Recent publications analyze trends in democratic oversight of EU sanctions, unilateral trade measures, and transatlantic policy divergence. He has contributed to journals like German Law Journal and Common Market Law Review, and his 2023 monograph Foreign Relations Federalism was published by Oxford University Press.

He maintains a legal advisory practice in EU trade law and migration rights, and has held visiting roles at University of Michigan Law School and Harvard University. His editorial roles include Editor-in-Chief of Utrecht Law Review (2024–2025).
