Thomas M. McDonnell is a Professor of Law at Elisabeth Haub School of Law, Pace University, where he teaches International Law, International Human Rights Law, Immigration Law, and Criminal Law. He is actively involved in legal scholarship and public discourse on international legal issues, particularly in the context of counter-terrorism, human rights, and refugee protection. He also coaches the Jessup International Moot Court Team, contributing to student development in international law advocacy.
His research interests span International Law, Human Rights Law, Immigration Law, National Security Law, and Legal Writing. His work critically examines U.S. counter-terrorism policies in light of international legal norms, focusing on issues such as drone strikes, torture, extrajudicial killings, and the treatment of asylum-seekers. He has also contributed to legal education pedagogy, advocating for collaborative and realist approaches to legal research and problem-solving.
Professor McDonnell's recent publications reflect a strong trend toward analyzing the ethical and legal challenges posed by modern warfare, migration policies, and executive power. His articles frequently address the tension between national security imperatives and human rights obligations, particularly in democratic societies. His professional experience includes legal practice in immigration, consumer, and criminal law, both in Legal Services and private practice. He is admitted to the bars of New York and California.
