His work focuses on environmental sociology, risk research, science and technology studies, and civil society dynamics, with a specialized emphasis on energy policy, nuclear technology governance, and sustainability transitions.
He leads the STEER research group, which has produced extensive publications on energy policy, nuclear technology, risk perception, and environmental conflicts. Key projects include the Academy of Finland-funded ‘PROMISES’ examining techno-scientific promises in nuclear sustainability transitions, and the Strategic Research Council’s ‘CORE’ project addressing collaborative environmental decision-making. His research also explores small modular reactors (SMRs), nuclear waste management, and public engagement in megaprojects like Finland’s spent nuclear fuel repository.
Recent publications analyze regulatory frameworks for SMRs, media discourse on nuclear technology, and challenges in measuring university societal engagement. Litmanen has secured funding from the Academy of Finland, EU, and Finnish ministries, contributing to policy debates on energy transitions and societal responsibility. His work bridges academic research with practical governance, emphasizing ethical and institutional dimensions of technological promises.
Labs/Teams: Leads the STEER research group and collaborates with interdisciplinary teams across Finnish and international institutions. Projects such as ‘PROMISES’ and ‘CORE’ involve partnerships with universities and research councils, focusing on environmental governance and collaborative solutions to fragmented societies.
