Tapio Sakari Katko is an Adjunct Professor at Tampere University and UNESCO Chairholder in the Department of Civil Engineering. His work focuses on water services development, water utility industry analysis, and sustainable infrastructure policies in Finland. He holds a Doctor of Science (Technology) in Building Construction and Community Development (1991) and a Licentiate of Science (Technology) (1988).
Research interests include water management, environmental policy, and sustainable development goals. His recent publications address road safety policy impacts, wastewater legislation, and integrated utility services.
