Susan Moffitt is the John Hazen White Professor of Public Policy and Chair of the Department of Political Science at Brown University, with affiliations at the Watson Institute for International and Public Affairs and the Annenberg Institute. Her research focuses on American political institutions, public policy implementation, and barriers to effective governance in education and health sectors. She holds a PhD in Political Science and an MPP from the University of Michigan.
Her expertise spans bureaucracy, democracy & elections, education policy, and health policy, with a focus on how governance designs impact frontline policy action. Recent work includes Reforming the Reform: Problems of Public Schooling in the American Welfare State (2023), analyzing systemic challenges in educational reforms. She was awarded the 2025 Herbert Simon Award for contributions to bureaucracy studies.
Teaching responsibilities include POLS 2100: Proseminar in American Politics and POLS 1832Z: Gender and Public Policy. She has received grants from the Spencer Foundation and previously served as a Robert Wood Johnson Scholar in Health Policy Research. Moffitt’s work bridges academic research and practical policy solutions, emphasizing democratic accountability and organizational learning.
